I finally got my PHS papers on my 1969 350 H.O. and well i dont Completely understand them or think their correct...... I'll attach a few pic's and where they high lighted .. It shows im not a H.O. car... Well if its correct someone went thru alot to make mine one as it has everything a H.O. car comes with.. Where PHS has high lighted i dont see how they determined it... Maybe someone can help Pic shows they high lighted UPC L30 and its a 350 but 2 bbl ,, How do they know it was ordered with L30 ???????????

The whole idea is to get the PHS docs before you buy. They have the original order info on microfiche. You can put anything in it later but you can't change history. The body tag, VIN does not have all the info you need to identify what the car was went it came off the line.

PHS tells you how your car was built at the factory.... 350 with a 2bl. Previous Owner must have cloned to an HO. Must have been some lying involved, could have been seller, or 2-3 sellers back. But anyone could have purchased PHS along the way to verify.
I used to be indecisive. Now I'm not sure. So what about mine having power driver seat and power windows .? didnt see any info there on sheet... I guess some one really went crazy with add on's It even has cast 48 heads,, Carb number is 7029268 which i think is correct for a 69 350 H.O.
That billing record shows it was ordered with code 343 which equates to a regular 350. You mentioned in early posts that the previous owner said it had a 400 put in it. What made you believe it was a 350HO originally? According to a couple charts I use, that carb is used for multiple 1969 engines for multiple Pontiacs : "7029268 ’69 350/400/428 auto trans".
Once a previous owner has replaced the original engine, the numbers on the heads, manifolds, carb, etc is unlikely relevant to anything related the original engine.
It also may explain why that power seat doesn't match the frame holes.
Where seller said a 400,, I found out later he meant the trans ..But he did tell me it wasnt the orig engine block but was still a 69 block which i checked numbers off back of engine and it is a 69 block.. Its just everything else added up it was a H.O. car.. Head,, Intake,, ect But he did say he added ram air exhaust and it does have the manifolds... Sounds like its a pieced together clone then, with ram air exhaust manifolds also added. But oh well,,,, very hard to determine a real H.O. anyways with GM not ever putting badges on the 1969 HO

I still gotta figure out that dang seat.... lol sits to high in front.. Dont know if it's missing piece or diff seat track from different year/model I sent the guy a text i bough from and he said last owner was short and had changed it so he didnt know.

Visually hard to tell, but readily documented.
