I guess I don't understand.... I bought a new 400 style hood.. it said the 67 latch would need modification / changed to a 68 style.. anyone known for sure what needs to be changed?
Yes, there are some minor differences between the two years, but the outward appearance is generally the same and nothing like what you linked.
Get yourself a good used 68-69 hood latch. Maybe try Franks Pontiac Parts

I have an xtra 68 latch assembly if anyone needs one.
I got a new 68 latch... the 67 had a lever to open the hood.. did the 68 have a cable??!?!??! the 67 lever isn't compatible with the new latch and it didn't come with one...
67-68 both have levers. 69 has cable and lever. A 67 lever should be able to be riveted on 68 latch. I don't recall any differences on the lever.
