First Generation Firebird

I am attempting to install a rear bumper on a 1968 Firebird. The bumper and brackets are new from Jeg's. I installed the brackets, then attached the bumper to the brackets. The problem is, I can't tighten the bolts because there isn't enough room to fit any tool. Once the bumper is mounted and the bolts put into place, I can't reach the nuts.

Does anyone have any suggestions? What am I doing wrong?

I attached pictures of the rear of the car (pre-bumper), the brackets, and the bumper itself. I didn't think to take pictures after I hung the bumper.

Been several years since I last had mine off but I may have attached the brackets to the bumper first.
