Any IT Engineers out there able to offer suggestion to what my hosting provider is telling me as we have not had this issue until we were moved to the new "upgraded" servers?

I spoke with the engineers, and the error is you've reached your concurrent process limit of PHP, but there is nothing broken. Concurrent PHP processes refers to the amount of connections that the PHP on your site are making to your database. So this is typically done by scripts that may be doing anything from processing a form submitted on the site, retrieving data to display when loading certain pages, etc.
We have this same PHP limit applied to all of our shared servers, and it cannot be increased, I'm really sorry.
Your developer should take a look at the "access.log" and look for the time periods the concurrent error message is appearing, see if there are large amounts of PHP requests, and try and clean those up. Since you have a group of sub webs, they are sharing the allotted 15 processes (and using them rather quickly). In comparison, if they were not subwebs and instead were individually hosted, each site would be given 15 processes each.

Questions I have:
How does a server manage the PHP connections? Is it not like a traffic light and one person enters at a time? Is the issue we are having is the other PHP scripts are letting other cars in at same time as they come from a different web address and the traffic is colliding?
Shouldn't the server manage the PHP traffic so not to have the error occur?
Say I have 20 people click on a PHP script at the exact same time and all from FGF. Doesn't the server manager this so no issues if all from same site and counts as one PHP request? Is the issue from the other sites on the sub webs trying to processes PHP request at same time.
Is the FGF forum software causing issue as allows multiple requests to occur same time if a lot of traffic?
Why issue now and not when we averaged a lot more traffic back in the day a few years ago? If it was being caused by FGF forum, wouldn't we had issues when we had the 77 max on at one time?
So I can take a look at the access.log for when these error messages occur, I need to know exact time and time zone it occurred. I looked but could not determine the time I had issue today.

It could be a parameter set on the server that affects all apps using that server's backend database or webserver etc. You have the parameter set properly on the previous server but now your in a new environment and it has it's own factory installation default(s).
I will look around and see what I can find. Never used this tech specifically myself.
Confirmed it is a parameter set on the server and it affects all apps using it. It looks like you will have to update your scripts or find a server provider that will allow for a higher parameter. I suspect this was not an issue for anyone years ago when you wrote the scripts. You had no other apps on your server and light traffic (living on a farm). Now your app is "downtown" now and has to coexists with a lot of bigger apps. If they do not limit the processes then the increased CPU load will affect all apps on server.

I just sent them an email as they have already begun charging me but looks like upgrade has not been completed as I just received the error message. Will update.
Received confirmation we have been upgraded to the virtual private server which will eliminate the limit we have reached with concurrent processes. Seems to have also made the site snappier.
