FWIW, does PHS actually certify anything? (I don't think so...)

It doesn't. But it sure makes it sound good.

PHS documentation indicates what was included in your car when it was purchased. The potential new owner of the car can get a copy of this report to be used to verify what was included in their car build. If you want a numbers matching car you need the doc to verify it.
I guess the point we are trying to make is that PHS only shows you how the car was built and left the factory. Anyone purchasing a car today would need to verify for themselves, or hire a trustworthy Pontiac 'expert' (?) to verify for them that the car still caries all the important 'born with' parts. The PHS itself does not 'certify' anything.
You could have a fgf with a Chebby drivetrain in it, and then include the original PHS for the car. That would prove or certify absolutely nothing.

I agree. People should not use that wording: PHS certified. Seller should just state they have a copy and they verified it themselves and the buyer should do same.
People are using terms from Ford and Mopar reports and moving them to the Pontiac world. Fords are "certified" with a Marti Report.
Similar to the type of air cleaner decal on this very car that has morphed from Buicks to Pontiacs despite the fact that Pontiacs never had them from the factory.
Lemmings.
