Ignition switch must be on for turn signals to work. Four ways will work with ignition on or off.

Wipers will also work only on ignition (possibly accessory as well). Blower motor will work on ignition or accessory. Use these to narrow down whether it's an ignition switch or a flasher circuit issue.

If your starter does not engage when you turn the key, check your column collar by grasping the lowest section and rotating it counterclockwise while turning the key. If it still does not engage the starter but all other ignition accessories work, check your neutral safety switch. Not sure if the collar issue is present with the aftermarket column, but it's a frequent one with the factory column.
