bad ground. use a jumper wire at the column, then at the dash ground, then at the front lamp housings, then the rear taillamp housings. Make sure you have a good ground by using an ohmmeter.
I also had one bad Chinese lamp that had a single strand of wire bridging the lamp terminals. It always lit bright, and wouldn't flash properly.
