I ran into the same problem (although not as bad as yours.) To me it was combination of poorly stamped repo parts. The trunk floor curve was off a little and I thinnk it wasn't as far back as it should have been, plus the repo tank brackets curve isn't the same as the trunk floor. Also make sure you have 69 gas tank brackets, the 67/68 ones are different.
