Perhaps I should have clarified my rather simple suggestion. Access to the internet can be controlled and limited, but the "internet" is always there. The internet wasn't "invented." It was designed and developed. It was designed and developed long before cable broad band and ISP's. Just because you can't get to the internet through your computer's modem does not mean that it can be "shut down."
That the government can control wide-spread access to the internet might be true in many places, but the technology is available to use the internet even in the absence of an active ISP.
For every system, there's an equally capable system designed to subvert all safeguards of that system. That you can't make use of it doesn't stop those who can.
