Looks like a masonry paving product that is made in a honeycomb. It allows grass to grow through and allows drainage through as well.
Was produced a lot in the upper midwest about 20 years ago, and then kind of died out. (it made a mess of snow-plow blades)
I figured it would be a big hit in the south or southwest.
