There were a couple of options, but my '68 came with a wire wheel version. My photobucket has some pictures of them on my '68 (way at the beginning of the pictures). I think Vikki's site has dealer catalogs that show options, or I can post a PDF from the parts catalog.
Keep in mind that "deluxe" didn't mean too "deluxe", at least in my opinion. Simple wheel covers were considered deluxe.
As far as putting them on over your rally II's, they would fit, but the cover clips would scratch the finish. And standard wheels with wheel covers would have been black verses the grey Rally finish.
