Anytime I've ever had a situation where the relay clicked when the horn button was pressed, it was a bad relay. The clicking in the relay tells you that the power is getting to the relay. It also tells you that the power is not leaving the relay. You can use a screwdriver handle to give the relay a good tap or two while someone else presses the horn button.
