If you are looking for a $4000 convertible, that's about what you are going to get. You won't be able to do a frame off restoration, there is not enough there to do it. You'll be ordering all the sheet metal and building up from scratch, or ordering a Dynacorn body.

If you are only looking for the documents in order to build a different car, your budget is about right.

If you are looking for a car to restore, don't buy anything until you have at least twice that to spend. Then you will at least have something to work with if you shop well. If I was going to go through the trouble of shipping it overseas, I'd take the time and money to find a good car rather than be disappointed with 3000 pounds of rust and useless parts.
