Looking at the 68 diagram, you'll want to pull the connector with the blue/white and black/yellow wires. This should have no impact on the wiper operation. After you pull you can check it out. Check resistance to ground on the two posts that are on the wiper/pump assembly. You don't want to ground 12V. Then briefly put +12 V to post where the black/yellow was landed and ground to where the blue/white was landed (again check resistance to ground in case the wiring diagram is wrong). The way this thing works it that once the solenoid is energized it has a another contact to seal in for a complete rotation. All you will be doing is briefly energizing the coil. Again make sure where you are putting +12V is not to ground. You'll only do it for a split second to see if you hear a click. If you do, then more than likely the issue is at your switch in the passenger compartment. If you pull the cover it will help to understand how the device works. I, like you, was expecting another small motor/pump to move the water. Believe me it is completely different. BTW, when I was troubleshooting mine, the issue was at the switch.
