Put My water pump on and when I tried to turn the shaft after it was installed I noticed that the impleler is rubbing against the plate (thing inserted when installing the water pump). What did I do wrong?

I am guessing either the two rubber gaskets that the plate sits in are not in far enough or the plate needs to be pressed into the holes more. Thougths?
