You should set the idle first. Once you have that set where you like (it will be different depending on your cam) then adjust the fuel mixture. You should turn the idle mixture screws in all the way. Careful to just snug them, anything else may bend the needle. Then back them out 2 1/2 turns. From there, while looking at a tach, turn them in until the idle starts to decline.
Check and make sure your choke linkage is not catching on the air clearner. That is a common reason for not kicking down to low idle.
I know that washing and waxing my car with the present condtion of my paint is like polishing a turd.....but it's my turd and I want it polished!
