ok found the flasher relay swapped it with the hazard one on the fuse block and same issue. hazards work, turn signals dont. now here's something interesting..when car is running, the right instrument cluster turn signal arrow indicator stays on. also don't have reverse lights. hmmm, any other suggestions on how to figure out this electrical issue out and get these signals working?

headlights/brights, rear lights and brake lights are working.
