It turned out to be a vacuum leak at the accelerator pump adjustment screw. when it was rebuilt it must not have been screwed in enough to prevent it from leaking. after adjusting, the vacuum pressure increased 5 psi. Contributing factors, needed new points and condensor and bad gas. Thanks for all the helpful advise, it sent me in the right direction.
