Update: After talking to a few friends into classic cars, I've decided this bird isn't worth more than 10K. I'd have to get new bushings, springs, a working horn and seat belts before I could even pass a state inspection and it'd need new floor pans by the end of the year. I'm also not buying that there wasn't any body rust with that much rust underneath. Not sure what he painted over. By the time I added PS and converted to disc brakes, I'd be getting up there and still wouldn't have touched the interior.
I'm going to offer him 10K but he's claimed he's already had higher offers. So it seems my search for a 68 with a 400 continues. I appreciate all the help and will keep you guys updated.
