The plastic clips go through the small holes at the base of the tail panel. (not sure if the repop tail panels come with these holes)
The locations of the clips show in Jarett's pictures where there are pairs of strips of cloth tape. (kind of all along the base of the tail panel) The tape connects the wire wrap tubing to the 't' shaped clips. The point of the clips go through the holes mentioned above.
The brown wire(s) through the tail panel are for the license lamp and gas tank wire. I know the tail panels do not come with this hole drilled. So you need to mark and drill based on the original panel.
