I believe that the low beam filament of the outer right bulb is burned out or it has a dirty plug/terminal and the high beam filament on the outer left bulb is burned out or it has a dirty plug/terminal. +1. Like he said. Also, it's no different in Australia, although the lights need to 'dip' the other way (to the left).
