It a bit more complex than that. I find dropping the steering column down a bit provides much more clearance to allow the instrument bezel to pull out.
First remove the plastic trim covers from the bottom of the steering column, Then remove the bolts from the bracket that secures the steering column to the dash and let it drop down a couple of inches. Then take out the 5 Phillips screws that hold in the plastic instrument bezel (or cluster). Pull it out and down carefully just enough to get your hands behind it. You have to disconnect the speedo cable, the main wiring harness connector (to the printed circuit), and the high beam "on" light socket from the back of the instrument cluster in order to pull it out. Also be careful of the wire loop that comes from the high beam "on" light to the upper center bezel screw that serves as the ground for the instrument cluster and dash lights. It can get caught and bent when you are pulling the bezel out.
