You should verify with your local DMV. In Minnesota, they specifically state that "restored" license plates are not acceptable for re-use.
I'm sure they are concerned about fake plates being created under the cover of "restoration".
I'm not sure how one could tell unless observed under close inspection, but I just wanted members to be aware of some State's requirements.
I found a few sets of NOS Minnesota '68 plates a few years back for under $20. They look brand new.
