Get an inspection mirror and look at the weep hole, the mating surface of the pump to the timing cover and anywhere else you can stick it to see evidence of leakage.

The aluminum timing covers and cast water pumps can cause the leak at the gasket especially if the timing cover mating surface is not EXACTLY true. Tightening things up won't fix it.
