Not that I know of.
If the headliner is glued to foam then the problem is most likely that the foam has begun to disintegrate and thus the liner is falling down. If you glued it to these spots it would just fall off in a short amount of time. Granted that you found a way to inject glue into these areas without making a mess or ruining the material.

Maybe just remove the headliner all together, strip off the material and find a similar fabric at your local fabric store? I did this on my package tray and it worked out really nice.
