The picture makes it look like rust pitting under the removed lead. You could scrape or grind it to see if it is just a rough surface of lead. that would be cool if that's all it is. Can you tell if the lead was removed when blasting?
And it would be the same on both sides where the quarters were welded. What does the other side show?
