I did this on my 67 tilt column and it wasn't fun. There really aren't any parts available for these, but you can rebuild the lower bearing. I would try rebuilding the lower bearing and if it still binds, take the column out and go through it. You can get new bearing balls and felt from an industrial supply or McMaster Carr. The lower bearing race comes apart pretty easy which is partly why it needs rebuilt.
