Sounds like the neutral start/ neutral safety switch.

Try starting the car as you pull "up" on the shifter lever (in park). If it turns over, shift to neutral then do it again but DON'T let it go into REVERSE! If it turns over again, it's the neutral start switch - out of alignment. If it only turns over when you shake the column, then it's a loose connection at the neutral start switch

The neutral start swith on a 69 is at the base of the column almost against the firewall.
