It must have been left outside for a few years before it was "garaged" for the last 20 judging by the dash and interior condition.
Some people apparently have a different definition of rust-free than others. I think some consider whether it's rusted all the way through (holes). To others it means "I've filled in all the holes with Bondo so you can't see it." Or "I've painted over all the rust, so you can't see it."
When I was in the market I looked at a car a dealer was offering that was "rust free." He sent me detailed pics I asked for, and there was visible extensive surface rust all over the car (no this was not the guy that simply painted over it). Either he fit in category 1, or maybe he meant the rust was no extra charge?
