I didn't spend much time checking it out, but it looks legit and free. Looks like you have to submit requests for records in writing. there are also pay-per-view public records websites for the US- haven't used one, but I assume they work, and I assume they have for BC also. If you're willing to spend ~$100, a PI could get the info for you.
