$22-$25K tops if the sheetmetal is free of filler. Guy's got some bucks in the engine but the rest of the car I'd have to question as being a 400.
Depends on what you want though. Lot of stuff isn't correct but I'm not a purist anyway. I'd check to make sure the X brace is there, that's a lot of ponies in a unibody vert.
You couldn't build it for less than 20-25K.
