Push down on the back of the cushion and free the adhesion/cohesion between the seat back and seat bottom. Perhaps the bottom cannot move back because it's stuck from years of sun and crud "gluing" them together.
It doesn't have to move back if you deal with the seat frame right near the catch. Focus on the metal frame right near the catch.
