On mine, the bolts thread into nut plates that were welded to the other side of the seat pan support. This nut plate is spot welded to the pan in several places, so it's unlikely to spin freely. My guess would be yours is stripped out.

The easy fix, assuming the nut plate has not broken loose, may be to drill through the existing hole and tap it with threads for the next larger size.
