#1.The vacuum goes from the carb to the distributor.

#2.Stock vacuum routing for PCV is from the intake fitting just in front of the carb to valley pan PCV. And, yes then valve cover gets directly vented to the air cleaner.

There can be accessories T-ed off the PCV supply. For example, my stock cruise control gets it's supply from that hose.
