Are you talking about the rubber bushings that the bottom of the grilles sit in? Or do you mean the fender/bumper filler panels?

yes, they stabilize the front bumper, help with alignment and help keep the bumper assembly from moving around and rubbing paint off the fenders, filler panels, hood etc. It seems that they're always worn out or broken so they must be doing something.
