There are a couple of places in CA I know of. But I think the repair prices are as much or higher than a new repop tach.
You may be better off getting your money back.
And if you are running HEI but the tach is set up for points, that could be the simple issue too.

This is a good tach restorer. I was going to use them for my tach before I found out it was a repop. I had heard several good things from them. They did my wiper motor and did a good job.
I am from MA, but I sent my oil pressure gauge and hood tach to redline gauge works in CA to be restored and hood tach faceplate reprinted, and did an absolutely awesome job. Gauges work perfect. I had called D&M many times and there are price savings with redline.
