Short answer: That extra white needle (with the under-dash reset knob) is the Speed-minder — a rare option. You set the maximum speed you want; when the speedo needle reaches the speed-minder needle, a buzzer sounds from the dash (on some cars only with the lights on).

Most literature says it couldn’t be ordered with other gauge options — though a documented 1969 with Rallye gauges and Speedminder exists (per its PHS invoice).
