Being a Mac/Unix guy, my windows is a bit rusty. But I think that you do it like this.
- open a dosbox (choose "run" from the start menu and type "cmd" - enter "pathping <ip address>, or might even work with an url like firstgenfirebird.org.
You should then get a list of routers and their response times. Here's an example (note the unusually slow response on the second hop). A decent response time shouldn't be higher than 20 ms.
