Restos come in many many ways, rolling resto's where you do some little things, and full on rotissery restos.. Sounds like you wanna take it slow, which is what I do!
I would start at the suspension & carb rebuild, as this will improve your ride. Then the headers & exhaust. Of you have money left, then perhaps painting the car or engine. But if you're gonna paint the engine properly, it should come out, and you wouldn't wanna take out an engine just for paint would you? You might wanna ask yourself why you need discs. That would be a bit lower on my list, unless your drums are in very poor shape, since it is quite expensive and in most not really necessairy. You can always convert to discs later.
