OK, I can verify that there are no holes next to the ones that are holding the metal clips. I did, however, forget to mention that there is a hole on the passenger side next to the frame rail. The manual shows that to be used for the plastic strap along with another strap on the frame rail. I stuck the battery cable in those for the hell of it. That has to be correct.
At this point, I am going to guess that since my car is a late build, maybe they started using the metal clips for both the fuel line and battery cable.
I still find it odd that the driver's side clip is something I haven't seen before on a GM car. There really isn't room for both the cable and line.
