Found all my answers HERE: https://firstgenfirebird.org/forums/ubbthreads.php?ubb=showflat&Number=207946&page=4 And discovered that the previous guy to assemble this machine incorrectly tucked this pan up under the valance, causing my confusion with cage nut/bolt orientation... I now see it just mounts up flush to the bottom of the car, and the cage nuts actually clip to the holes in the valance, which makes a lot more sense! My mystery is solved!
