Could also be that several of the bulbs on the back of the dash cluster are dead.
The factory illumination does leave a lot to be desired. Many people have upgraded to higher amp bulbs or LED's. I installed a '68 Rally Gauge cluster on my '67 and when I was refurbishing it, I repainted the interior of the rear metal can white instead of the factory duck egg blue. That made a HUGE difference.
