It is usually the steering collar on the steering column. Turn the collar a couple of inches till lock. Then it will engage and allow you to start the car. It's just not engaging all the way over.
(It's the collar that moves when you shift the floor shifter)
this problem indicates that the linkage is not just right yet. It is very finicky as you've experienced.
