No answers to original question here...but some discussion/reference about the "Speed Minder" option if you scroll down:

I'm guessing here, but I'm willing to assume if you were to find a part kinda like this somewhere on your car and unplug it, the buzzing will stop...

And I have to assume this horrible buzzing part should not be difficult to locate if it's stuck "on" and you can follow your ears. But it might be challenging to locate while driving down the freeway and trying to keep the car between the walls LOL...
