Try 50:50 automatic transmission fluid and acetone (aka fingernail polish remover - steal some from your wife).

This concoction is AMAZING - I had some nuts/bolts frozen that PB blaster applied over the course of a week did nothing for. Brushed on some of the ATF/Acetone and was able to remove them within 15 minutes of application.
