It's definately a safety inspection sticker. I lived in New Jersey when I was a kid and remember those well. I moved to Ohio in 1971. If a cop pulled you over and gave you a safety inspection, you got a sticker. That saved you from being inspected again. In New York now we all get yearly inspections and safety stickers.
