You mean 'late spring of '67'. I think research showed sometime in May. The first few weeks of '67s came with no filler. People thought the bumpers were mounted forward too far, tried adjusting them inwards. To combat this issue, GM came out with the early metal fillers. Those were not well liked, so then they switched to the vinyl. The vinyl fillers then carried forward into the '68 model year.
