Smog engines from the factory have a port on the front of the heads that is open and are drilled into the exhaust ports to feed air into the exhaust. On a smog engine that power steering bracket uses a gasket against the head to seal the bracket to the head and a tube from the air pump goes into that hole on the bracket. On the passenger side there is another fitting that goes into that head. On a non smog engine it doesn't matter. Those power steering brackets just have the hole that serves no purpose.
