When I lived in CA I had Hagerty and all I had was a car port. I called them and they were very helpful and had some suggestions etc. and ultimately insured our bird. The resolution was an active alarm had to be installed, the car had to be off street and parked in the same spot nightly (very close to OUR condo). They also required that I place a "club" on the wheel nightly. Providing all of these measures were taken and pics taken to show compliance, they insured the car. Now I do beleive they did charge me a bit more than if I had a garage, nonetheless I did not care as I needed the car to be insured. Call them and see if there are options. Now in my case I had been with them up to that point for a few years, so maybe that made a difference?
