I have a 1967 Firebird with a '72 Pontiac 350 engine. It recently developed an intermittant start problem. Sometimes when I turn the key, the dash lights up but nothing happens; or, sometimes I turn the key, the dash lights up, and after a hesitation, the car will turn over normally; and sometimes, it starts normally. This happens hot or cold. The volt meter reads 12 volts when the switch is on the "on" position, and drops to the lowest reading on the meter when I hit "start". I believe it is either a loose connection at the starter, or the starter itself is going bad. The battery seems to be fully charged. Any comments would be appreciated. Thanks.
I recently had this too...last week mechanic added a relay ,said I wasnt getting 12 v all the way... last year and before I also had the same problem, then it was the ign switch that went bad, had a burned spot on it
mine might be totally different problem from yours , but it acted the same... I never checked voltage...
start with the simple things first. Check and clean the battery terminals, then check the starter connections. Also check the wiring for breaks and bare spots that could possibly short out to the engine or frame. If this doesn't do it, then onto investigating other problems like a bad solenoid or starter.
I’ll pose a question to the masses. Do the ’67-8 cars have an ignition lock out to prevent the car from being started in gear? If so that might be a source of a intermittent problem.
Turn the headlights on and have an observer watch them while you turn the key. If the lights dim dramatically, check your engine to frame and battery to frame grounds.

from your description, i would start with connections and move to the ignition switch and starter selinoid. the signs you express are symptoms of both these parts. without being there i couldnt give you a definate one or the other!
